Josh Combs is an energy attorney based in the Atlanta office of Troutman Pepper, a nationally recognized law firm with more than 1,200 attorneys strategically located across 23 U.S. cities. Combs completed his undergraduate education at Georgia Southern University in May 2012 and went on to graduate from Emory University School of Law in 2015. He currently holds the position of associate within Troutman's energy practice group.

Within this role, Combs specializes in providing expert advice to the public on intricate state regulatory matters at every stage of the regulatory and administrative utilities litigation process. His areas of expertise encompass essential matters such as rate litigation, grid investment plans, innovative performance-based ratemaking issues, and strategies for cost recovery concerning strategic energy investments.
